لا يقتصر المعتقد الديني الجديد على جعل الأمة متجانسة، بل يأتي بما يتعذر على أي فيلسوف أو قانون أن يأتي بمثله، أي إنه يغير عواطف الأمة الثابته

و لكن من وجهة نظر العواطف و الأعمال التي تثيرها هذه العواطف فإنه يمكن لهذا الجمهور أن يسير نحو الأفضل أو نحو الأسوأ
و كل شيئ يعتمد على الطريقه التي يتم تحريضه أو تحريكه بها
و الظاهره التي تدهشنا أكثر في الجمهور النفسي هي التاليه:
أياً تكن نوعية الأفراد الذين يشكلونه, و أياً يكن نمط حياتهم متشابها أو مختلفاً و كذلك اهتماماتهم و مزاجهم أو ذكاؤهم. فإن مجرد تحولهم إلى جمهور يزودهم بنوع من الروح الجماعيه. و هذه الروح تجعلهم يحسون و يفكرون و يتحركون بطريقه مختلفه تماماً عن الطريقه التي كان سيحس بها و يفكر و يتحرك كل فرد منهم لو كان معزولاً. و بعض العواطف لا تنبثق أو لا تتحول إلى فعل إلا لدى الأفراد المنطوين في صفوف الجمهور.
إن الجمهور النفسي هو عبااره عن كائن مؤقت مؤلف من عناصر متنافره و لكنهم متراصو الصفوف للحظه من الزمن.
