Happiness, joy, accomplishment, achievement . . . are not finite commodities, to be divided up. Is a child’s laughter to be divided and allotted? No! Simply make more laughter! Every person’s life is theirs by right. An individual’s life can and must belong only to himself, not to any society or community, or he is then but a slave. No one can deny another person their right to their life, nor seize by force what is produced by someone else, because that is stealing their means to sustain their life. It is treason against mankind to hold a knife to a man’s throat and dictate how he must live his life. No society can be more important than the individuals who compose it, or else you ascribe supreme importance, not to man, but to any notion that strikes the fancy of the society, at a never-ending cost of lives. Reason and reality are the only means to just laws; mindless wishes, if given sovereignty, become deadly masters. Surrendering reason to faith in unreasonable men sanctions their use of force to enslave you--to murder you. You have the power to decide how you will live your life. Those mean, unreasonable little men are but cockroaches, if you say they are. They have no power to control you but that which you grant them!

He is using the first one. People need an enemy to feel a sense of purpose. It's easy to lead people when they have a sense of purpose. Sense of purpose is more important by far than the truth. In fact, truth has no bearing in this. Darken Rahl is providing them with an enemy, other than himself, a sense of purpose. People are stupid; they want to believe, so they do.

Terry GoodkindRichard straightened with a sigh. "People are often more willing to believe lies than truth. Lies can be made to sound pleasant. The truth, by it's very nature, isn't always so attractive."
"That leaves peaceful people no choice but to fight for their lives or fall to the blades of madmen. In such a situation, there is no middle ground. There is no such thing as compromise between civilization and savagery. Civilization must always defend itself against savagery or else fall to it."
"I guess that's our part in this?"
Richard nodded. "I've never wanted to fight, to be in a war, to see good people die, to have to kill. I just wanted to live my life in peace. Others wouldn't allow me that life of peace. The battles I fight have always been to survive and live in peace, not to conquer.

Richard pressed his lips tight as he appraised the determination in her dark eyes.
"You are one stubborn little girl."
"Not a girl," she said with conviction. "Samantha, sorceress serving the Lord Rahl."

Richard sighed as he rose up from beside Kahlan. "I know. But there's no choice. It's something I have to do. This threat could kill people in numbers beyond your ability to imagine. I'm the Lord Rahl. I have to do what is necessary to protect all the people of the New World."
Ester dipped her head. "I can't argue with the word of the Lord Rahl..." Ester gestured at Samantha. "But why is she going?"
"Because she is stubborn," Richard said.
